rapid growth in our Project, Programme and Portfolio (P3M) Practice, we are looking for an experienced P3M Practice Lead/Head of PMO to join our team.

The Role

We are looking for an experienced and forward-thinking leader to take on a dual role that blends hands-on management excellence with strategic delivery oversight, a P3M Practice Lead and Head of PMO. Reporting directly to the COO, you will be responsible for both leading our established P3M practice, which includes project managers, programme managers, and resource managers; and designing, implementing and ongoing leadership of a central Project Management Office (PMO) able to scale with the business to drive consistency, governance, and high-value delivery.

Key responsibilities as P3M Practice Lead include:

  • Capability Planning. Own and execute a Capability Plan that aligns with Logiq’s business strategy, defining investments required and managing the training plan and any development activities to develop the practice’s capability and maturity. Ensure succession planning and the professional development of consultants is aligned to forecasted needs and long-term growth.
  • Capability Management. Identify skill gaps and provide high-quality coaching, mentoring, and personal development support through regular 1:1s, PDRs, and career development plans, for direct reports with oversight of the broader practice.
  • Leadership & People Management. Provide strong, visible leadership to coordinate the strategic development, pastoral care, and engagement of consultants. Directly lead and manage Practice Team Leads, ensuring they are equipped and supported to manage their teams effectively in line with Logiq’s values and strategic objectives. Foster a culture of excellence in P3M through a
    unifying team charter.
  • Operational Excellence. Continuously improve Logiq’s Business Management Systems, looking for effectiveness and efficiency in P3Ms ways of working, collaborating with other Practice Leads to achieve synergy and standardisation.
  • Resource & Financial Planning. Own the practice’s recruitment pipeline, ensuring timely and strategic hiring aligned with the capability plan and business demand. Be accountable for efficient and effective candidate selection and onboarding processes that deliver talented hires and a best-in-class candidate experience.
  • Commercial & Business Development Support. Enable and support consultants in contributing to business development activities, including bid development, client relationship management, and pipeline planning. Support the Business Development team through maintenance of practice marketing and informative materials (e.g. capability catalogue, case studies).
  • Management. Support Logiq’s Graduate Scheme by ensuring the provision of skilled mentors, line managers, and placement opportunities aligned with capability planning and future demand. Approve expenses, timesheets and annual leave for direct reports, ensuring compliance for the broader practice. Routinely report key KPIs to the COO to inform on Practice health.

Key responsibilities as Head of PMO include:

  • Establish the PMO Function. Design, establish, and embed a fit-for-purpose PMO function from the ground up, likely to initially be Directive (dual-roled, with full Line and Task Management responsibility for our PMs, alongside creating and driving application of best practice policy, and processes), but potentially moving to a Controlling model as Logiq scales, and P3M professionalism matures.
  • Implement Best Practice. Define and implement standards, frameworks, and tools to enable effective project and programme delivery.
  • Improving Capability to Deliver. Raise the capability of our delivery management by implementing a Community of Practice and leading on best practice in capability development.
  • Embed Governance. Establish robust governance, reporting, and assurance processes to support executive visibility and decision-making.
  • Reporting and Senior Collaboration. Collaborate with senior stakeholders to
    inform on project financials, delivery risk and performance.
  • Monitor Delivery Performance. Set vital delivery KPIs to monitor and control
    delivery performance for our customers.

Employment is subject to satisfactory BPSS and SC security clearance which requires 5 years continuous UK address history at the point of application. Travel to client sites and Logiq offices will be required.

What We’re Looking For

Essential

  • Proven experience leading a P3M function, including the line management of multiple Team Leads.
  • Proven experience of building a PMO in a complex, fast-paced environment.
  • Track record in successful delivery of complex technology projects, programmes, and portfolios using a range of methodologies (e.g. PRINCE2, MSP, Agile).
  • Demonstrated ability to balance strategic thinking with operational execution.
  • Exceptional leadership, stakeholder management, and communication skills.
  • A track record of building high-performing teams and fostering a culture of accountability and excellence.
  • Experience in using Project Management technology such as Project Online, JIRA, AzureDevOps, etc.
  • HMG Security Clearance SC (or willingness to obtain with guidance from Logiq).

Desirable

  • Experience of leading a PMO specifically within a Consultancy.
  • A background in public sector projects.
